Consolidates the separate Board of Barbering and Cosmetology and Board of Massage Therapy into a single Board of Beauty and Wellness effective June 30, 2025.

Expands the consolidated board to 11 members including one cosmetologist, three school owners (cosmetology, barbering, and massage therapy), five public members (two of whom must be health professionals), one barber, and one massage therapist.

Increases minimum required classroom hours for massage therapy licensure from 500 to 700 hours and requires fingerprint clearance cards for all massage therapist applicants beginning January 1, 2023.

Transfers all assets, records, property, licenses, and pending matters from the Board of Massage Therapy to the new Board of Beauty and Wellness, with authority to waive renewal fees during the consolidation period.

Establishes a consolidation study committee to report by December 15, 2024 on statutory changes, IT needs, staffing requirements and best practices; board terminates July 1, 2028 with enabling statutes repealed January 1, 2029.
