Amends Arizona Revised Statutes sections 15-808 and 15-901 to include full-day kindergarten students in the definition of full-time students for average daily membership (ADM) calculations.

Full-day kindergarten students must be enrolled in a program meeting at least 712 hours during the school year to qualify as full-time students, matching the hourly requirement for grades one through three.

Establishes that half-day kindergarten students (meeting at least 346 hours but fewer than 712 hours) continue to be counted as fractional students at one-half of a full-time student.

Modifies the age requirement for full-time common school students from six years old before January 1 to five years old before January 1, enabling younger kindergarten students to be counted as full-time.

Updates references throughout the statute from "e-mail" to "email" and standardizes formatting of terms like "full-time" and "part-time" throughout school finance provisions.
