Establishes the Arizona Health Care Workforce Advisory Council within the Office of Economic Opportunity to address health care workforce shortages, comprised of representatives from health insurers, dental insurers, state agencies, health care professional organizations, hospitals, and educational institutions.

Creates the Arizona Health Care Workforce Investment Fund administered by the director, funded by grants, donations, and 10 percent of insurance premium taxes on accident and health insurance and AHCCCS contracted coverage beginning fiscal year 2027-2028.

Fund monies may be used for expanding class sizes at colleges and universities, purchasing equipment and laboratory space, hiring faculty, supporting post-graduate clinical training programs, and providing scholarships with four-year working requirements in Arizona.

Requires at least 10 percent of fund monies be allocated to rural health care grants to attract providers to underserved areas through facility investment, medical equipment purchases, signing bonuses, and loan repayment programs.

Directs the council to meet beginning July 1, 2027 and annually thereafter to make recommendations on fund allocation and submit annual reports to the governor and legislature.
