Amends section 36-2856 of the Arizona Revised Statutes to include university police departments at Arizona Board of Regents universities as recipients of marijuana tax revenue distributions.

University police departments become eligible to receive 31.4 percent of excess Smart and Safe Arizona Fund monies (allocated proportionally based on public safety personnel retirement system membership) alongside municipal police departments, fire departments, and sheriff's departments.

The amendment requires an affirmative three-fourths vote in both the Arizona House and Senate to become effective, per Article IV, Part 1, Section 1 of the Arizona Constitution.

All other existing provisions of the Smart and Safe Arizona Fund remain unchanged, including allocations to community colleges, highway user revenue fund, justice reinvestment fund, and attorney general enforcement.
