• Allows universities to establish and support student government, university-recognized student organizations, and clubs using tuition and fees.

• Requires universities allocating student fees to individual student organizations or clubs to provide each student a reasonable opportunity to opt out of funding one or more specific organizations or clubs.

• Directs universities to redirect opted-out student fee shares to university-wide programs open to all students or other authorized uses depending on whether the student made a selection.
