Prohibits county boards of supervisors and sheriffs from implementing traffic complaint quotas for sheriff's department peace officers or considering traffic complaint numbers in rank determinations.

Prohibits the state department from implementing traffic complaint quotas for its peace officers or basing rank determinations on traffic complaint numbers.

Applies the same restrictions across municipal, county, and state law enforcement agencies regarding the use of traffic complaints as a performance metric.
