Adds new gasoline formulation standards for Area A (counties with 1.2 million+ population) including federal Phase II reformulated gasoline (as of December 4, 2020) and California Phase 3 reformulated gasoline (as of February 16, 2014) as compliant options.

Adds new gasoline formulation standards for Area C requiring federal Phase II reformulated gasoline or California Phase 3 reformulated gasoline during May 31 through September 30 of each year.

Allows the president of the senate or speaker of the house of representatives to petition for alternative gasoline formulations in Areas A and C during supply shortages, with 7-day approval timeline by the associate director.

Makes provisions conditional on United States Environmental Protection Agency approval of modified fuel formulation requirements by July 1, 2025, with the director of environmental quality required to notify the legislative council by October 1, 2025.

Requires the department of environmental quality to submit proposed modifications to gasoline fuel formulation requirements to the EPA within 30 days and resubmit any rejected portions for reconsideration.
