Amends Arizona's long-term water augmentation fund to permit funding of projects that create new water sources within Arizona, not just importing water from outside the state.

Requires at least 75 percent of fund monies to support water supply development projects that deliver imported water or newly created water to end users in the Phoenix, Pinal, or Tucson Active Management Areas.

Expands the types of water the fund can purchase to include newly created water or rights to newly created water within Arizona, provided purchases of existing in-state water are only related to creating new water sources.

Clarifies that fund monies for acquiring water-related facilities can be used to convey or deliver newly created water within Arizona in addition to imported water.

Modifies evaluation criteria for fund-supported projects to consider the impact of water agreements on the authority's ability to comply with fund requirements.
