Requires health care entities to provide parents equivalent access to electronic portals and health care delivery platforms throughout their child's minority.

Expands parental right to access written and electronic medical records to include services not requiring parental consent, such as those related to reproductive health and substance abuse treatment.

Establishes that any governmental interference with fundamental parental rights regarding upbringing, education, health care, and mental health must meet strict scrutiny standard, requiring the government to prove the interference is essential to accomplish a compelling government interest and is narrowly tailored.

Provides parents the right to sue governmental entities in superior court, federal court, or administrative tribunal for violations, with prevailing parents eligible for declaratory or injunctive relief, compensatory damages, and attorney fees.
