Amends Laws 2023, chapter 133, section 97 to modify the Department of Water Resources budget and brackish groundwater program provisions.

Allocates $2,000,000 of the $11,000,000 brackish groundwater recovery pilot program funding for a desalination demonstration program to be located in a section of the department deemed appropriate by the director of water resources.

Allocates $9,000,000 for matching dollar-for-dollar contributions from participants for brackish groundwater desalination projects within the state, with the Central Arizona Project receiving $3 for every $1 it contributes to the program.

Requires the Department of Water Resources to use $100,000 for reviewing and updating studies on brackish groundwater availability in Arizona.

Requires the department to report to the joint legislative budget committee and governor's office of strategic planning and budgeting by July 31, 2024 on uses of monies appropriated to the statewide water resources planning line item.
