HB 2185 Summary

• Allows universities under the Arizona Board of Regents to approve special event liquor licenses on their property, in addition to county boards of supervisors and city/town governing bodies.

• Creates a lease addendum option through December 31, 2025, for restaurant licensees that derive at least 90% of gross revenue from food sales and have off-sale liquor sales exceeding 30% of total liquor sales, exempting them from the 30% off-sale limit.

• Expands extended premises applications to include noncontiguous private property and requires applicants to notify local governing bodies of proposed days and times of use at least 60 days before submitting to the director.

• Permits extended premises permits to be valid for up to six consecutive months and allows modifications to reduce the size of extended premises without additional approval requirements.

• Removes a barrier requirement for sampling at off-sale retailers that have been issued permanent sampling privileges from the department.
