Amends Arizona Revised Statutes section 3-232 regarding enforcement of agricultural seed regulations by the Arizona Department of Agriculture.

Requires the director to establish reasonable germination standards for both vegetable and agricultural seeds through rulemaking after public hearing.

Maintains existing director authority to sample, inspect, analyze and test agricultural, vegetable and ornamental plant seeds to ensure compliance with state law.

Updates gender-neutral language by replacing "he" with "the director" throughout the statute.

Authorizes the director to designate qualified seed-certifying agencies and assign personnel from the office of inspections to conduct inspection-related activities.
