Prohibits state agencies and political subdivisions from requiring public works contractors to enter into neutrality agreements with labor organizations as a condition of bidding, negotiating, or performing work on public works contracts.

Removes previous restrictions on project labor agreements, apprenticeship program participation, and contribution agreements by clarifying that only neutrality agreements are prohibited.

Defines "neutrality agreement" to include agreements to remain neutral toward labor organizations, release private employee information, allow property access beyond federal requirements, or recognize labor organizations without secret ballot elections.

Clarifies that the prohibition does not prevent private parties from entering into individual collective bargaining relationships or interfere with activity protected by the National Labor Relations Act.

Applies the same neutrality agreement prohibition to energy facility projects requiring environmental compatibility certificates from the Arizona Corporation Commission.
