Prohibits businesses from contracting to construct solar or wind energy projects that reduce a grazing lessee's operation size without providing compensation to the lessee.

Requires compensation for: loss of profits, loss in operation value, relocation costs, and mitigation costs due to the reduction of grazing operations.

Requires grazing lessees to provide credible evidence certifying the amount of claimed expenses before receiving compensation.

Defines "grazing lessee" as lessees of state lands under title 37, chapter 2, article 4 or lessees of federal lands used for grazing purposes.
