Allows groundwater replenishment districts to lease wells from irrigation districts in the Harquahala irrigation non-expansion area to withdraw groundwater for transportation to initial active management areas.

Permits eligible entities (the state, political subdivisions, and public service corporations) to withdraw groundwater from the Harquahala area at rates not exceeding 6 acre-feet per year or 30 acre-feet per 10-year period, with exceptions if the director approves higher amounts.

Requires eligible entities to install water measuring devices, submit monthly reports to the department detailing volumes withdrawn and transported, and comply with hydrological study requirements before beginning groundwater withdrawals.

Mandates the Department of Water Resources to submit an annual report by July 1 to the governor and legislature detailing total groundwater withdrawn and transported from the Harquahala area, delineated by entity and end use.

Exempts the Department of Water Resources from rulemaking requirements under Arizona Revised Statutes title 41, chapter 6 for one year following the effective date of this act.
