Amends Arizona Revised Statutes section 45-554 to expand entities eligible to transport groundwater from the Harquahala irrigation non-expansion area, including public service corporations regulated by the corporation commission in addition to the state and political subdivisions.

Allows groundwater transportation to any location in La Paz County for use by eligible entities, in addition to initial active management areas and the Arizona Water Banking Authority.

Requires eligible entities to install water measuring devices or approved alternative methods to track groundwater volumes withdrawn and transported, and to submit monthly reports to the Department of Water Resources detailing withdrawal volumes, transport volumes, and end uses.

Mandates the Department of Water Resources submit annual reports by July 1 to the Governor, Legislature, and Secretary of State detailing total and entity-specific groundwater withdrawals and transportation from the Harquahala area, including end uses and destinations.

Exempts the Department of Water Resources from rulemaking requirements under title 41, chapter 6 for one year following the bill's effective date to implement these changes.
