Continues the Arizona Commerce Authority until July 1, 2029, with authority operating under sunset provisions requiring legislative reauthorization.

Adds definitions for "direct job," "indirect job," and "induced job" to economic development metrics, and requires the authority to report estimated indirect and induced jobs created.

Establishes the Municipality Time Frames Advisory Committee to make recommendations on municipal and county economic development support, with cities and towns required to report annual permitting and zoning approval timeframes to the authority.

Requires quarterly reporting to the legislature on amendments to Arizona Competes Fund grant agreements and establishes policies prohibiting use of state funds for business executive lodging, alcoholic beverages, transportation, or entertainment tickets.

Continues five additional state agencies (Department of Administration, Governor's Office on Tribal Relations, Arizona Historical Society, Prescott Historical Society, State Personnel Board, and Occupational Safety and Health Advisory Committee) with sunset dates between 2029-2032.
