Removes voter election requirements for cities and towns of any population to enter financial assistance loan repayment agreements with the water infrastructure finance authority if funded through the Infrastructure Investment and Jobs Act and not payable from secondary property tax revenue.

Eliminates election requirements for counties and certain sanitary districts to enter into loan repayment agreements under the same Infrastructure Investment and Jobs Act funding conditions.

Allows domestic water improvement districts and domestic wastewater improvement districts to enter into loan repayment agreements without voter approval under the specified federal funding and non-secondary property tax conditions.

Amends sections 9-514, 9-571, 11-671, 49-1216, and 49-1307 of Arizona Revised Statutes to consolidate and clarify financial assistance loan repayment authority for wastewater and drinking water treatment facilities and nonpoint source projects.

Permits pledging of utility system revenues for loan repayment agreements without election when funding comes from Infrastructure Investment and Jobs Act sources and does not involve secondary property tax levies.
