Establishes special license plates for both Arizona professional men's and women's basketball clubs, with separate designs subject to department approval.

Requires $32,000 donation for men's basketball club plates (by December 31, 2024) and an additional $32,000 donation for women's basketball club plates (by December 31, 2024) to fund implementation.

Sets special plate fee at $25, comprising $8 for state highway fund administration and $17 annual donation to the Arizona professional basketball clubs special plate fund.

Allows special plate donations to be distributed through a private Arizona professional basketball organization's foundation qualified as a 501(c)(3) entity, with up to 10 percent of annual deposits used for fund administration.

Permits combination of basketball club special plates with personalized plates, subject to additional personalized plate fees.
