Requires nursing care institutions to maintain minimum direct care staff-to-resident ratios of 1 certified nurse aide per 8 residents on day shift, 1 staff member per 10 residents on evening shift (with at least half being certified nurse aides), and 1 staff member per 14 residents on night shift.

Exempts nursing care institutions from increased staffing ratio requirements for nine consecutive shifts following any expansion of resident census.

Requires ratio computations carried to the hundredth place, rounding up to the next whole number when the result is at least 0.51, based on midnight census.

Excludes pediatric long-term care facilities from the staffing ratio requirements.

Does not restrict institutions from hiring additional staff beyond minimum requirements or affect other non-direct care staffing requirements.
