Requires the Department of Health Services and Department of Economic Security to jointly develop a curriculum for educating employees at health care institutions, group homes, and intermediate care facilities for individuals with intellectual disabilities on identifying signs of neglect and abuse of vulnerable adults.

Mandates that all caregiving employees complete the abuse and neglect identification training before beginning employment and update it annually, beginning January 1, 2025.

Requires covered health care institutions, group homes, and intermediate care facilities to post conspicuous information on how to report suspected abuse or neglect and adopt policies prohibiting retaliation against employees who report suspected abuse in good faith.

Establishes a rebuttable presumption that adverse employment actions occurring more than 180 days after an employee reports suspected abuse or neglect are not retaliatory.

Designates the act as an emergency measure operative immediately.
