Changes the felony classification for sexual conduct with a minor who is at least 15 years of age from class 6 to class 4, except when the defendant is in a position of trust, which remains a class 2 felony with mandatory minimum sentencing.

Sexual conduct with a minor under 15 years of age remains a class 2 felony with punishment pursuant to section 13-705.

Expands the age difference defense for consensual conduct with victims aged 15-17 from a maximum of 24 months age difference to 36 months, allowing defendants no more than 36 months older than the victim.

Removes the requirement that the defendant be "under nineteen years of age or attending high school" from the affirmative defense for consensual sexual conduct with minors aged 15-17.
