Amends Arizona Revised Statutes Section 31-240 to establish and maintain a dedicated prisoner education services budget for each state prison.

Expands education programs covered by the budget to include postsecondary education for employment in information technology, transportation and warehousing, construction, health care and social assistance, manufacturing, finance and insurance, and retail trade.

Director must determine allocation of education services budget monies for prisoners incarcerated in special management units.

Prohibits spending education services budget monies for prisoners sentenced to death, life imprisonment, or classified as maximum custody.

Exempts prisoners under eighteen years of age and prisoners with disabilities under twenty-two years of age from the spending prohibition.
