Requires the legislative council's executive director to prepare an "Arizona community impact statement" upon written request by a legislature member that analyzes how bills would affect distinct demographic groups.

Statement must assess disparate impacts in nine areas: child protective services, criminal justice, consumer protection, education, housing, public health, juvenile justice, public welfare, and voting rights.

Executive director must issue the statement within five business days of request; chief clerk and senate secretary cannot schedule a bill for third or final reading vote until the statement is issued.

State departments, agencies, boards, and commissions must cooperate and provide information requested by legislative council staff to complete impact statements, with reasonable deadlines set by the executive director.

Defines "disparities" as differences in economic, employment, health, education, incarceration, or public safety outcomes between the state's overall population and subgroups defined by socioeconomic status, race, ethnicity, sex, gender identity, sexual orientation, disability, or geography.
