Prohibits counties from requiring more than one motor vehicle parking space per residential dwelling unit located within an urbanized area through land use regulations, general or specific plans, or building/use permit conditions.

Defines "residential dwelling unit" as a building or structure used as a home or residence by one or more persons maintaining a household, or a mobile home regardless of land ownership.

Defines "urbanized area" as an urbanized area as designated in the decennial U.S. Census Bureau census.
