Requires municipalities with populations of 30,000 or more to publish a comprehensive housing needs assessment beginning January 1, 2025, and every five years thereafter, including population and job growth projections, and housing unit needs across all income levels.

Mandates annual reports to the Arizona Department of Housing beginning January 1, 2026, detailing housing development applications received, units approved or disapproved, vacant zoned area, and progress toward meeting housing needs.

Requires each annual report to include a municipal plan specifying how the jurisdiction intends to satisfy identified housing unit needs.

Clarifies that municipalities are not required to meet or fulfill the projections identified in the housing needs assessment.

Exempts municipalities located on tribal land and municipalities with populations under 30,000 persons from these requirements.
