Repeals existing section 40-212 of Arizona Revised Statutes and replaces it with new broadband and voice over internet protocol service oversight provisions.

Grants the Arizona Corporation Commission authority to oversee broadband and voice over internet protocol services, including adopting rules for network reliability, outage reporting, and emergency preparedness.

Requires internet service providers to maintain minimum power backup requirements, report network reliability data, and submit information on deployment, availability, pricing, and adoption of broadband and voice over internet protocol services.

Mandates the Commission to conduct evaluations and audits of broadband infrastructure facilities and report annually to the legislature on progress toward achieving goals of resiliency, quality, public safety, universal access, and affordability.

Defines "broadband service" as mass-market retail service enabling data transmission to and from internet endpoints (excluding dial-up), "internet service provider" as entities providing broadband connectivity, and "voice over internet protocol service" as real-time two-way voice communication requiring broadband connection and compatible equipment.
