Mandates landlords allow tenants to opt out of nonessential services such as valet trash or smart home device fees and prohibits charging fees for online rent payments made through the landlord's system.

Permits tenants to pay rent and move-in costs using any legal tender including cash, personal checks, debit/credit cards, and online payment methods provided by the landlord.

Specifies that additional fees or costs may only be assessed on the same date the rental payment is due.

Prohibits landlords from charging late fees if rent is paid in full within five days after the due date, and clarifies that accepting partial rent payments constitutes a waiver of the right to terminate for nonpayment only if the tenant pays the next regularly scheduled rent when due.
