Amends Arizona Revised Statutes section 9-499.05 to establish new requirements and regulations for private towing carriers operating on private property.

Requires signage on private property to be conspicuously visible, weather-resistant, 12-18 inches wide by 18-24 inches tall, permanently mounted at each vehicle entry point, and include specific language including "UNAUTHORIZED VEHICLES WILL BE TOWED AT OWNER'S EXPENSE" and a 24-hour phone number.

Mandates private towing carriers photograph all sides of vehicles before towing and make pictures available within 24 hours upon request; prohibits refusing release to owners presenting government-issued ID with a different address than vehicle registration.

Requires private towing carriers to register with the Department of Public Safety and maintain on-hook and garage keepers insurance with proof provided to the department.

Establishes civil penalty of twice the towing fees for violations and allows owners to recover charges exceeding posted fees; requires itemized receipts and provides multiple acceptable documents for vehicle release including title, registration, insurance request, or proof of lien.
