Expands types of committee meetings that must be open to members, including rulemaking, enforcement, design control, and financial advisory committees, and allows members to audiotape or videotape open portions unless the board records and provides unedited recordings to members.

Requires draft agendas for board and committee meetings be posted at least 48 hours before meetings and allows agendas to be revised for developments; requires proposed budgets and policies to be posted with meeting notice.

Adds two new closures for executive sessions: review and negotiation of contractor bids before contract award, and negotiations with financial institutions or other entities for financing or property acquisition if approved in open session first.

Clarifies that cited violations, delinquencies, penalties, and fines imposed on members are not confidential personal information, though consideration of financial hardship may occur in closed session.

Requires draft minutes of all open meetings be posted or made available within ten business days; specifies that any board action violating the open meetings policy is null and void.
