Allows a county with a population over 125,000 to establish a theme park district acting independently, in addition to the existing requirement of joint action by a city and county.

Permits a city with a population over 500,000 to establish a theme park district acting independently, and allows districts formed by a county acting alone to include only unincorporated county property.

Requires that all properties included in a theme park district obtain the consent of property owners before inclusion in the district.

Modifies board of directors composition so that when only one government entity (city or county) participates in forming a district, that entity appoints two members instead of one, with public members still appointed by legislative leadership but must now reside in the city or county where the district is located.

Changes provisions for theme parks located in districts formed by a county acting alone to be situated only in unincorporated county areas rather than requiring location in an incorporated city.
