Amends Arizona Revised Statutes Section 41-1724 to establish a southern Arizona counterterrorism information center that partners with border county sheriffs to receive, analyze and share information related to potential threats with state, local, federal, tribal and private sector participants.

Appropriates $2,000,000 in fiscal year 2024-2025 and $2,000,000 in fiscal year 2025-2026 from the consumer remediation subaccount to the gang and immigration intelligence team enforcement mission fund.

Appropriates $2,000,000 in fiscal year 2024-2025 and $2,000,000 in fiscal year 2025-2026 from the gang and immigration intelligence team enforcement mission fund to the department of public safety to establish and maintain the southern Arizona counterterrorism information center.

Allows first $500,000 of available monies each year to be allocated to a county sheriff in a county with population between 300,000 and 500,000 persons, with remaining monies used for agreements and contracts.

Declares the appropriations exempt from lapsing provisions under Arizona Revised Statutes Section 35-190, allowing unspent funds to carry forward to subsequent fiscal years.
