Establishes a county resident solar royalties fund in each county, administered by the county treasurer, to be funded by solar panel owners or operators.

Requires solar panel owners or operators to pay 12.5 percent of revenues from kilowatt-hour sales to the fund, except for panels owned by or under exclusive power purchase agreements with eligible entities (public service corporations, public power entities, or political subdivisions operating federal reclamation projects).

Excludes solar panels that produce power only for on-site commercial or industrial use, do not export power to the grid, or are rooftop systems regardless of grid export.

Allows county treasurers to use up to 10 percent of fund monies for administrative costs, then distributes remaining funds equally among all qualified county residents by monthly check.

For solar facilities with partial power purchase agreements with eligible entities, owners must calculate the proportional number of panels subject to the agreement by dividing contract output by total facility output.
