Repeals section 41-1608 and replaces it with a new provision prohibiting the Department of Corrections from contracting with private entities to administer correctional health care services beginning June 30, 2025.

Defines "correctional health care services" as all medical, mental health, and dental services provided to prisoners in state-owned and operated facilities.

Amends section 41-1609 to prohibit the Department of Corrections from entering into new contracts with private or public institutions for facilities or operation of facilities that confine persons committed to the department.

Maintains an exception allowing the director to enter into emergency contracts for confinement facilities in cases of acts of God, natural catastrophes, prison riots, and overcrowding, with emergency contracts limited to one year in duration.

Repeals sections 41-1609.01 and 41-1609.02, which previously contained requirements for private correctional contracts.
