Authorizes the Department of Administration to place a memorial dedicated to Buffalo Soldiers in Wesley Bolin Plaza under the procedures in Arizona Revised Statutes section 41-1363.

Names the memorial the "Buffalo Soldiers Arizona Territory Monument."

Prohibits the use of public monies for memorial costs; all fundraising and contracts for design and construction are the sole responsibility of proponents.

The state may not facilitate fundraising or establish a state fund for memorial donations.

Section is repealed effective September 30, 2025.
