Adds section 32-1207.01 to allow the State Board of Dental Examiners to issue cease and desist orders to persons engaged in unauthorized practice of dentistry, either by certified mail or personal service.

Permits the board to apply to court for injunctive relief to stop unauthorized dental practice, with courts authorized to grant injunctions without requiring bond upon proper showing.

Allows persons receiving cease and desist orders to request a hearing within 30 days under the Administrative Procedure Act (Title 41, Chapter 6, Article 10).

Establishes civil penalties of $500 to $2,000 per violation if a person fails to comply with a cease and desist order and the board pursues court injunction.

Defines "unauthorized practice of dentistry" as performing procedures normally done by licensed dentists, dental therapists, dental hygienists, or certified denturists without required licensure or certification.

Repeals sections 32-1297.08 and 32-1297.09 of Arizona Revised Statutes.
