Creates new criminal offense of "child enticement" as a class 5 felony, or class 4 felony if defendant is in a position of trust.

Prohibits knowingly using electronic communication devices, in-person contact, or written communication to lure or entice minors to distribute visual depictions of genitals or female breasts.

Prohibits committing any act in furtherance of or to facilitate sexual abuse of a minor.

Exempts distribution of visual depictions that have serious literary, artistic, political, or scientific value for minors.

Amends section 13-1407 to add child enticement (section 13-1430) as an offense eligible for an affirmative defense when victim is 15-17 years old, defendant is under 19 or in high school, parties are no more than 24 months apart in age, and conduct is consensual.
