Requires all requests for proposals for correctional service contracts to be provided to the joint legislative budget committee for review upon publication.

Establishes that contract price adjustments may occur once annually and cannot exceed the percent change in the average consumer price index, with any different adjustments requiring specific legislative authorization.

Mandates the department conduct biennial comparisons of private contractor performance against state-operated facilities based on 10 specified professional correctional standards including security, inmate management, programs, safety, food service, and health services.

Requires the director to conduct cost comparisons of private prison contracts once every five years and provide the most recent service and cost comparisons to the joint legislative budget committee.

Clarifies that contractors cannot be delegated authority over inmate release date calculations, sentence credit procedures, work assignments and wages, or disciplinary actions.
