Prohibits the department from processing licensure applications for currently licensed assisted living facilities while enforcement or court actions are pending against the facility's current licensee.

Requires new owners of assisted living facilities to retain all operational documentation and resident records for at least six years following a sale or transfer.

Bars the department from approving ownership changes unless all previous legal and equitable interest holders have completely divested from the facility.

Mandates assisted living facilities conduct adult protective services registry checks on prospective and current employees and prohibits hiring individuals listed on the registry pursuant to section 46-459.

Imposes a civil penalty of at least $5,000 for each violation of the registry check requirements, with the Department of Health Services exempted from rulemaking requirements for one year after the act's effective date.
