Amends Arizona Revised Statutes Section 13-2910 to establish a class 4 felony for intentionally or knowingly killing a working animal (police dog acting in the line of duty), with a mandatory minimum sentence of one year in prison and ineligibility for probation or suspension of sentence.

Classifies violations of animal cruelty statutes as class 1 misdemeanors for paragraphs 1-7, 12, and 16 (including neglect, abandonment, and interference with working animals).

Classifies violations of paragraphs 8-11 and 13 (intentional cruel neglect, cruel mistreatment, and interference with service animals) as class 6 felonies.

Establishes paragraphs 14-15 violations (intentional cruel mistreatment or killing of domestic animals) as class 5 felonies.

Adds definition of "working animal" as a horse or dog used by law enforcement that is specially trained and under the control of a handler.
