Amends section 48-261 to exclude fire districts formed under the new section 48-825 from the standard district creation procedures that require detailed impact statements and petition signatures from property owners.

Creates an alternate formation process for fire districts in counties with populations under 500,000 persons, available only until December 31, 2026, allowing formation of districts with 5,000 or fewer persons.

Permits county boards of supervisors to form fire districts upon written request by holding a hearing, considering public testimony, and revising proposed boundaries to ensure no single property contributes more than 2.5 percent of total district funding.

Requires formation of fire districts under this alternate process to be approved by a vote of qualified electors in the proposed district, with approval requiring 65 percent of votes cast in favor.

Upon voter approval, the board of supervisors declares the fire district formed and appoints three resident board members to serve as an organizing board of directors until the next general election when board members are elected.
