Amends Arizona Revised Statutes Section 28-626 to prohibit local authorities from enacting or enforcing ordinances that ban cruising, defined as repetitive driving past the same place without a destination or purpose within a specified time period.

Prohibits local authorities from limiting motor vehicle suspension modifications or bumper heights through local ordinances or regulations.

Maintains that traffic chapters 4 and 5 of the Arizona Revised Statutes apply uniformly throughout the state and all political subdivisions.

Allows local authorities to adopt additional traffic regulations that do not conflict with state law, including parking and standing ordinances with civil penalties.
