Repeals subsections H and I of section 16-1005, which previously prohibited knowingly collecting voted or unvoted early ballots from another person (class 6 felony) with limited exceptions for family members, household members, and caregivers.

Removes instructions from voter guidance materials (sections 16-513 and 16-547) that informed voters about ballot collection restrictions and penalties under section 16-1005.

Eliminates the definition of key terms related to ballot collection including "caregiver," "collects," "family member," and "household member" that were used to determine legal exceptions to collection restrictions.

Maintains other ballot fraud prohibitions including offering consideration for ballots, receiving compensation for ballots, possessing ballots for sale, and knowingly collecting ballots without turning them in to election officials or the postal service.
