Repeals existing section 40-212 of Arizona Revised Statutes and replaces it with new broadband and voice over internet protocol service oversight provisions.

Grants the Arizona Corporation Commission authority to oversee broadband and voice over internet protocol services and adopt rules for network resiliency, reliability, and outage reporting.

Requires internet service providers to maintain emergency preparedness plans, minimum power backup requirements, and submit data on broadband deployment, availability, pricing, and adoption.

Authorizes the Commission to conduct evaluations and audits of broadband infrastructure facilities related to public safety, resiliency, quality, universal access, and affordability.

Requires the Commission to submit annual reports to the legislature on progress toward achieving goals of resiliency, quality, and public safety for broadband and voice over internet protocol services.
