Requires employers intending to relocate a call center out of Arizona to another state or foreign country to notify the Arizona Commerce Authority at least 120 days before relocation.

Establishes a civil penalty of up to $10,000 per day for employers that violate the notification requirement.

Requires the Arizona Commerce Authority to compile and distribute a semiannual list of employers that relocated call centers to all state agencies for use in reviewing tax credit applications.

Directs the Arizona Commerce Authority to post monthly updates on its website regarding the number of call centers in Arizona and the amounts of tax credits they receive.

Makes employers on the relocation list ineligible for any state grants or state-guaranteed loans for five years after the relocation is published.
