Authorizes county boards of supervisors to establish voting centers where any registered voter in the county can vote after presenting identification, in place of or in addition to traditional polling places.

Creates new section 16-414 allowing boards of supervisors to appoint voting center election boards with inspectors, marshals, judges and clerks, with representation from different political parties.

Permits appointment of 16-17 year old citizens as voting center election board clerks with parental permission, adult supervision, and required training, without penalty to their school attendance or daily membership calculations.

Allows county recorders to establish multiple early voting locations and continue operating them during the three-day period before election day if precinct materials can be updated timely; allows changes to approved locations with public notice.

Modifies ballot replacement procedures to allow one or more replacement ballot centers instead of a single central location, and clarifies provisional ballot procedures for voters who have moved within a county.
