Repeals existing sections 19-102.01 and 19-111.01, and creates a new section 19-111.01 allowing political committees to submit proposed ballot measure descriptions to the attorney general for pre-filing approval before submitting initiative or referendum petitions.

Requires the attorney general to approve or reject submitted descriptions within 10 days and stating reasons for rejection; any challenge to an approved description must be filed in superior court within 10 days of approval.

Amends section 19-118 to maintain circulator registration requirements for statewide initiative and referendum measures, including requirements that non-resident and paid circulators register with the secretary of state before gathering signatures.

Amends section 19-125 regarding ballot measure descriptions, requiring the secretary of state and attorney general to post approved impartial summaries on their websites at least 30 days before ballots and publicity pamphlets are printed and provide copies to the filing committee.

Establishes legislative intent to restore people's reserved powers to legislate through initiative and referendum as guaranteed by the Arizona Constitution.
