Removes the right to vote from the list of civil rights suspended upon felony conviction, while maintaining suspension of rights to hold public office, serve as a juror, and possess firearms.

Establishes interim election officer certificates issued before August 1 of general election years and creates a system for credentialing international observers to observe statewide elections and federal/legislative races.

Specifies electronic pollbook requirements including hardware security standards and software standards with encryption and audit log requirements in the instructions and procedures manual.

Changes early voting deadlines and procedures, including allowing county recorders to tabulate ballots without signature verification when proper identification is presented at in-person early voting locations, and changing the last day to vote in person from Friday to Monday before election day.

Appropriates $100,000 in fiscal years 2024-2025 and 2025-2026 to the secretary of state for risk-limiting audit grants to election officers and allows risk-limiting audits as an alternative to hand count audits for the 2024 general election.
