Changes Arizona Revised Statutes section 45-412 to require the Department of Water Resources director to designate subsequent active management areas (instead of allowing discretionary designation) when criteria are met.

Maintains three criteria for designation: necessity to preserve groundwater supply for future needs, prevention of land subsidence or fissuring endangering property, or prevention of actual or threatened water quality degradation.

Requires designated active management areas to include complete groundwater basins and not portions of basins, with an exception for regional aquifer systems of northern Arizona.

Requires the director to periodically review all areas outside active management areas to determine whether they meet designation criteria.
