Amends groundwater code sections 45-114, 45-432, 45-433, 45-434, 45-435, and 45-436 regarding designation of irrigation non-expansion areas.

Requires petitions to designate non-expansion areas to be accompanied by a numeric groundwater flow model and hydrologic report signed by a registered professional geologist or engineer, with a one-year submission deadline.

Establishes specific eligibility requirements for irrigation users signing petitions, including land ownership (not lessee status) and documented irrigation of at least two acres within the preceding five years.

Allows only persons who submitted evidence at the public hearing or were petitioners to file judicial review of the director's designation order, limiting grounds for review to issues raised in their petition or hearing testimony.

Prohibits filing subsequent petitions to designate the same area for three years after the director's refusal to designate becomes final.
